Located on the corner of Av. Universidad and Av. División del Norte, on the property that currently houses some of the facilities of the Autonomous University of Chihuahua (UACH), such as the Faculty of Philosophy and Literature and the Central Library of the State of Chihuahua, the new building of the "Carlos Montemayor" Bicentenary Cultural Center is located in the gardens next to the Manuel Bernardo Aguirre Arena, trying to respect most of the possible vegetation, generating a harmony between the reader and nature.
The project for the Bicentenary Cultural Center emerged as a solution to the needs of expanding spaces and improving the technologies found in the old CIDECH "Chihuahua’s Information Center", which functioned as a public library at the service of citizens for around 30 years.
Designed for its construction in 2 stages, the architectural program is developed on 2 levels: the ground floor houses reading areas, collection, library, internet consultation, administrative and service areas, in addition to the area designated as a second stage: the room of rehearsals of the Philharmonic Orchestra of Chihuahua (OFECH). On the top floor, there is the collection of the Historical Archive, the Newspaper and Cartography Historical Archives, some Special Collections, as well as Capture, Cataloging and Digitization rooms; also on the top floor are the Newspaper and Video Libraries, as well as 2 multipurpose rooms that serve the users of the Cultural Center.
