2019 CITIES FORUM

The Municipal Institute of Planning (IMPLAN) of Chihuahua, organized last Monday, April 29, the 2019 Cities Forum with the theme "What city do we deserve?".

Around 300 spectators were received at the Convention Center of the city of Chihuahua and starting at 4:30 pm the forum was developed in a fluid way; where Eng. Eugenio Villarreal Vallina, president of the Municipal Council of Urban Planning welcomed the forum, who pointed out that this forum began publicly the process that will lead to the improvement and restructuring of the Urban Development Plan of the Municipality.

The importance of planning was reiterated in order to have a city of "3 Cs: Compact, Connected and Close" that allows the enjoyment of its potentialities, that develops a harmonious social fabric with values ​​and that allows families to have time to live together and socialize.

Consecutively, the mayor Maru Campos Galván indicated the importance of this type of forums, where the participation of students, schools and public officials is encouraged to share ideas that improve the city, that stimulate the improvement of the quality of life of those who live the city of Chihuahua and that allow to plan and execute well thought projects that promote the well-being of the people of Chihuahua.

Giving beginning to the presentations of the forum, Arq. Armando Rosales García, Assistant Secretary of Urban Development and Housing, presented "Citizen participation in the instruments of urban planning: a contribution from SEDATU" where he indicated that this organization has been working in schemes for the planning process that promote citizen participation in the design and development of urban planning instruments, through the participatory processes stipulated in the different laws provided by the Planning System for Citizen Participation.

He mentioned that the Program for the Promotion of Urban, Metropolitan and Territorial Planning (PUMOT) poses the ideal mechanism for groups to be heard and taken into account in the planning and execution of the works, monitoring the processes; In addition to publicizing how to coordinate governments to update and implement the programs that are developed. Finally, the architect reiterated the need to solve cities in the long term and recognize the different scales of the city.

Subsequently, Mr. Jaime Gallo Camacho, director of the Municipal Planning Institute of the City of Aguascalientes (IMPLAN) and president of the Mexican Association of Municipal Planning Institutes (AMIMP) spoke about the experience of participating in the development of the Urban Development Program of the City of Aguascalientes. He indicated the importance of collaborating with entities such as UN Habitat, which are responsible for "certifying" and promoting good planning practices.

From Querétaro, Arq. Botello Montes, director of IMPLAN in the city, said that we must work for the city in which we live and make it the best city to live in; through the search for diagnoses that allow us to start from reality and build the vision of the cities we expect in the long term, by solving three questions: How is prosperity evaluated? What do we want for our cities? What to do and where?

Arq. Botello collaborated in Guiding the Vision of the City of Querétaro, with the Q500 plan and the 2050 plan; that were developed under the premises of the New Urban Agenda and with the help of UN Habitat, who were in charge of evaluating the diagnosis data and denoting the areas of opportunity for the urban development plans.

Afterwards, Arch. César Flores García, director of IMPLAN in Morelia, Michoacán; presented the Municipal Urban Development Program: Challenges of Urban Planning, Morelia 2019-2039. And he pointed out that in Morelia during the rainy season there is a serious problem of flooding in the city, where about 25% of the urban area is affected; so a diagnosis was made where it was found that the limits of the city have spread so much that they have affected the ecosystem areas, resulting in a decrease in natural services that promote a good natural drainage to the water table.

He also pointed out the importance of knowing the background of territorial planning and of following up on previous diagnoses.

Finally, the theme "Towards a More Human, Close and Responsible Chihuahua" was presented by Mr. Jorge Macías Mora, director of the Urban Development and Accessibility area of ​​the World Resources Institute.
